He returns to HQ, where he finds that the enemy agents have penetrated the CONTROL, and destroy many of its interiors and other agents. Later Max finds out that the jogging lady that he bumped is also is an agent for CONTROL, known as Agent 99. The Chief appoints Max as the Field Operative and teams him up with Agent 99, to investigate the recent attacks in CONTROL. They make their mission to Russia, to find out and destroy the nuclear war factory that is established to supply nuclear weapons to KAOS, CONTROL's nemesis. They blow up a bakery, which happens to be the front of the nuclear war factory.
The Chief sends Agent 23 to clean up the mess in Russia. Agent 23 finds no evidence of a nuclear factory and suspects Max to be a double agent. The Chief Alan, puts Max into a cell prison. In the mean time, Siegfried (Terence Stamp) threatens that he is going to blown up the President of the United States, in a concert.
